Give cloth a tattered edge - and choose whether or not you want it to have holes! Never the same stroke twice!
If you want to change the stroke width or the stroke style, draw the tatters on its own layer in black, rasterize the layer if need be, then convert to vector. From there, you can adjust everything you like!
