There are pens to draw both realistic and stylized eyes. Most pens have the option of spray setting which will make the effect thicker. Many also have color jitter as an option. For the example I used a circular ruler with some pens which is available in the default sub tools. Some pens will look better if you go clockwise or counter clockwise. If it doesn't look right, just go the other direction.
