Two old anime effects: color effect (that can be used for animation and, honestly, was made for that) and blur effect (only for one layer drawings).
Firstly this effect was made for animations to add them that one retro look. This auto action uses additional layers over main ones.
RETRO FILTER
Retro filter was made to make animations look like old ones. Well, like retro things. It all turns dull warm grey.
The left side of this picture is the original one, the right side is with the filter.
RETRO BLUR
Retro blur just makes things blurry. :D
Unfortunately, you can't apply this to animations. This filter automatically merges all layers.
So this is how final pictures with these effects look like.
