1. Create a new layer on top of the base and flood with a water-drop brush.
2. Make the new layer combine mode soft light.
3. duplicate layer soft light.
4. Duplicate the duplicated layer again and make the combine mode "dodge".

1.下地の上に新規レイヤーを作成し、水滴ブラシで水浸しにします。
2.新規レイヤーの合成モードをを「ソフトライト」にします。
3.ソフトライトにしたレイヤーを複製します。
4.複製したレイヤーをもう一度複製し、合成モードを「覆い焼き（発光）」にします。
他、適当に弄ってみるとそれっぽいのができるかもしれません。
