It is OK to draw normally, but it becomes a pen made assuming the use by setting the Layer property to the border effect tentatively.
After adding the hair to your liking, you can sharpen it with an eraser and draw details along the flow of your hair.

お好みで髪の毛を足したあと、消しゴムで削って調整したり、髪の流れに沿って細部を描き込んだりしてください。
