It is a time-saving brush for when you want to add a little to the corner of the background. There is no need for additional rulers or image transformation, and you can add using the perspective ruler you are currently using.
There is also "[Trial Version] Corner Fill Shadow Line" (ID: 2247946). The specifications are slightly different, so you may want to use each one.
