Unfortunately, the auto action of CLIP STUDIO PAINT does not have "conditional branching" at present (Ver.4.2.3).
I aimed for a complete operation with one click, but in this auto action, the error stops when the layer order is reordered.
In the Stop Error dialog, select No to exit the main auto action.
(A sub-auto action is included to adjust the appearance)
Operation description: Main auto action "● Reverse order of the selection range layer (main)"
Reverses the order of the layers in the selection state of successive layers.
It is possible to mix normal layers and folder layers. layer name is optional.
Sample behavior (palette color is unrelated to this auto action)
Select the layer extent Main auto action execution result Arrange the appearance with the sub auto action.
Operating conditions [Important]
・ Please save the file before executing this auto action. (Unexpected error response)
・Since the layer folder is opened and closed in this auto action, version 2.1.0 or later is required.
(Versions 2.0.7 and earlier do not work correctly)
・The range of select layer must be continuous. (In the case of a distant selection, please execute it separately)
・ Each layer and folder (containment) must not be locked.
(In this auto action, there is a layer that temporarily locks for the purpose of stopping the execution of the selection)
・ paper layer is required.
(If an unexpected error occurs due to oversight of the lock layer, etc., execute "Restore" from the File menu.)
It supports up to 100 layers (folders), but if it is less than selection, it returns an error and stops. (Expected error)
Select "No" in the error dialog. 【Important】
Run the sub-auto action ● Response measures for error stop to restore the appearance.

Operation procedure
(1) Select any continuous layer (folder) by using the shift key.
(2) Execute "● Reverse order of the selection range layer (main)".
(3) If there are less than 100 layers (folders), select "No" because the error will stop as expected.
(4) Run "● Response measures for error stop" to tidy up the layer.
(Works even if the selected layer folder is open)
(The palette color of the sample display is not displayed in this auto action.) I set it manually. ）
(Since the selection of the layer remains, you can try the reverse order again)
(Sorting history is not kept.)

残念な事に、CLIP STUDIO PAINT のオートアクションは、現状（Ver.4.2.3）では「条件分岐」がありません。
ワンクリックで完結動作を目指しましたが、本オートアクションはレイヤー順の並び変えが終了したら、エラー停止します。
エラー停止のダイアログで「いいえ」を選択してメインのオートアクションから抜けます。
（体裁を整える為のサブ・オートアクションが付属します）
動作内容：メイン・オートアクション「● Reverse order of the selection range layer (main) 」
連続したレイヤーの選択状態でレイヤーの順を逆順にします。
通常レイヤーとフォルダーレイヤーの混在は可能。レイヤー名は任意。
サンプル動作（パレットカラーは本オートアクションとは無関係です）
レイヤー範囲の選択 メインのオートアクション実行結果 サブのオートアクションで体裁を整えます。
動作条件【重要】
・本オートアクション実行前に該当ファイルの保存を実行して下さい。（想定外のエラー対応です）
・本オートアクションにて、レイヤーフォルダーの開閉をするので、バージョン 2.1.0 以降が必須です。
（バージョン 2.0.7 以前は正しく動作しません）
・レイヤー選択の範囲は連続している事。（離れた選択範囲の場合は、回を別けて実行して下さい）
・各レイヤー、フォルダー（内包）はロックが掛かっていない事。
（本オートアクションで選択範囲の実行停止目的の為、一時的にロックを掛けるレイヤーがあります）
・用紙レイヤーが必須です。
（ロックレイヤー見落とし等で、想定外のエラーが起きた場合は、ファイルメニューから「復帰」を実行します）
最大100レイヤー（フォルダー）に対応していますが、選択範囲の満たない場合はエラーを返して停止します。（想定内エラー）
エラーダイアログで「いいえ」を選択して下さい。【重要】
サブ・オートアクション「● Response measures for error stop」を実行して、体裁を元に戻します。
本オートアクションをコマンドバーやクイックアクセスに登録して御利用下さい。

操作手順
（1）任意の連続したレイヤー（フォルダー）を、シフトキー併用で選択します。
（2）「● Reverse order of the selection range layer (main) 」を実行します。
（3）100レイヤー（フォルダー）に満たない場合は、想定内のエラー停止をするので「いいえ」を選択します。
（4）「● Response measures for error stop」を実行してレイヤーの整頓をします。
（選択中のレイヤーフォルダーが開いていても動作します）
（サンプル表示のパレットカラーは、本オートアクションで表示しません。手動で設定しました。）
（レイヤーの選択範囲が残るので、再度、逆順を試す事が出来ます）
（並び替えの履歴は残りません）
