It's a fuzz/ fur brush! Could also be used for feathers, depending on style.
Even at full opacity, there is some transparency- this is just the texture of it, you're not doing anything wrong if you find this out. Recommend putting down a solid color, doing the edges (see gif) and then locking the layer. Basically, you still gotta work it like a brush, but it's nice.
