This is a gradient tool that I use specifically to create "highlights".
Only a bokehed circle can be drawn.
Other colors are perfectly fine as well.
If you need to make a three-dimensional badge, use it and move the pattern to where you need it.
Adjust the layer mode to blend it into the picture, add some reflections and fantastic effects, and you're done.
