It is a brush that draws simple scales, formed by hand-drawn diamonds.
It's a little transparent around the edge, so it's easy to get used to. I think.
It is recommended to use it as a part of the accent rather than to use it to fill the face.
By default, border of watercolor is turned off.
In the image below, the main scales are depicted in a larger border of watercolor ON.
(The border of watercolor is a little rusty, so it may be a good idea to apply a weak blur.)
In layer below border of watercolor small scales are depicted with OFF and the layer mode is changed so that it looks faint. (In this image, it is "hard light.") Choose according to your preference)
I also think that using the distortion tool to transform it a little will give it a more random and more natural feel.

縁の辺りにかけて若干透けているので、なじみやすいかな？と思います。
面を埋める目的で使うよりも、一部のアクセントとして使用することをお勧めします。
デフォルトでは水彩境界はOFFになっています。
下の画像では、メインの鱗を水彩境界ONで大き目に描写しています。
（水彩境界は少しガビガビ感があるので、弱めのぼかし等をかけるといいかもしれません）
その下のレイヤーに水彩境界OFFで小さな鱗を描写し、薄らと見える程度にレイヤーモードを変更しています。（この画像では「ハードライト」になっています。お好みで選択してください）
また、歪みツールを使って少し変形させることで、ランダム性が出てより自然な感じになると思います。
