If you can't close it due to the design, make another reference layer separate from the line art and make another reference layer and close it there.
The last one merges with the fill.

参照レイヤーを使用したツールなので、かならず線は閉じてるようにしてください。
絵柄の都合で閉じれない方は参照レイヤーを線画とは別にもう一つ作り参照レイヤーを作ってそこで閉じるようにしてください。
最後は塗りと統合します。
