Its a glass shattering brush!
This is a brush to make a pattern of shattered glass, like a baseball being thrown a window by accident :))This brush can be turn any color and if you want to use the transparent color either press "C" in your keyboard and use the brush on the same layer, alternatively you can make a mask and pressing "C" in your keyboard and use the brush on the parts you want as shown in the image!!
