you can turn off the watercolor edge if you dont like it (go into the brush settings)
the brushes are in scatter effect
change the size with particle size

put layer to glow dodge to add the effect that is in the picture
draw galaxy background or other background with many colors.
i also suggest using other peoples star brushes to add on!

switch layer to alpha lock (lock transparent pixels) and use turquiose (or blue), magenta (or pink), yellow, and green and color the constellations
make sure to leave some white spaces
