This is a beach scene with surf and a dark, moody sky as a base. There's a texture layer you can turn on and off, as well as a rain layer. Add characters, objects, boats, customize the sky.
Just open the file in CSP and add ojects below the rain layer. You can build a more nuanced sky by adding a layer over the beach layer and adding some characteristics to it to suit your tastes.
