Be Sure to save before activating.
Merge all the layers you want the action to act on into new layer, and play the action.
You can choose your own gradient map and level of blur for the glow effect, and if the result is too strong simply adjust the opacity of the newly created layers until you get the desired effect.
Included is the gradient I used to set the gradient map, feel free to subsitute for your own.
