I think that it is already out, but I share it with an icon.
The callout tool system automatically joins the overlapping on the same layer when the how to add is added to the selected layer. (It can be manipulated separately by the Operation tool) and it is settled into one layer. (This tool is such a setting.)
You can also combine balloon layer with each other later to achieve the same effect.
If you want to separate the text from the balloons and Manley a single balloon, please change the tool property accordingly.

吹き出しツール系は、追加方法を「選択中のレイヤーに追加」にすると、同じレイヤー上で重なったところが自動的に結合されます。(操作ツールで個別に操作できます）かつ一つのレイヤーにまとまります。（このツールはそういう設定になってます）
また、後からフキダシレイヤー同士を結合しても同じ効果が得られます。
テキストとフキダシを分けたい、フキダシを一つ一つ分けたい方は、ツールプロパティを適宜変更してください。
