Because the line of the black border changes the thickness according to a white line width, I think that it becomes a natural feeling than putting edge in a layer property.
I prepared three kinds of thickness.

The default is white and black edges, but you can also use them in color by setting the main color and sub color of the drawing colors.
Example of Use
If you use a raster like this ↑ it will be closed to a decent feeling by one stroke when used in selection.

白線の太さに応じて黒フチの線も太さが変わるので、レイヤープロパティでフチを入れるより自然な感じになると思います。
太さは三種類用意しました。
服などにどうぞ。
デフォルトでは白と黒フチですが、描画色のメインカラーとサブカラーを設定するとカラーでも使用できます。
使用例
ラスターならこのように↑選択範囲で囲んでから使うとワンストロークでそこそこいい感じに引けます。
ベクターの場合は選択範囲から少しはみ出てしまうので、この選択範囲のままレイヤーマスクをかけると良いかと。
ただ、角ばった部分がちょっと変な感じになるので↓
気になる場合は普通のペンで整えると良いかもしれません。
