It is a pen that can draw a white line with a black border.
Because the line of the black border changes the thickness according to the pressure of the white line, I think that it becomes a natural feeling than putting edge in a layer property.

Example of Use
If you use a raster like this ↑ it will be closed to a decent feeling by one stroke when used in selection.

使用例
ラスターならこのように↑選択範囲で囲んでから使うとワンストロークでそこそこいい感じに引けます。
ベクターの場合は選択範囲から少しはみ出てしまうので、この選択範囲のままレイヤーマスクをかけると良いかと。
ただ、角ばった部分がちょっと変な感じになるので↓
気になる場合は普通のペンで整えると良いかもしれません。
