アクション終了後にレイヤープロパティで、色の闘値やアルファの闘値を適当にいじってください。
解像度が低いとどうがんばっても↓こうなります。
最初何も見えないので、色の闘値を大きくしてみてください。

600dpiだと微々たる差しか出ないかもしれないので数値をいじったり何回かアクション実行してみてください。
