It is a 3D town hall.
In addition to the town hall, it can also be used for guild reception. The exterior can also be used 360 degrees, so I think that it can be used as a facility only for the exterior.
The doors are joined on the left and right sides of the entrance, but all other doors open and close.
Some of the windows that go out to the balcony can be opened and closed, but everything else is combined.
All private rooms can be hidden from the walls for use, but are not furnished.
Bookcase chests are combined with walls.

役場の他にもギルドの受付などにもお使い頂けます。外観も360度お使い頂けますので、外観のみ何かの施設としてもお使い頂けると思います。
ドアは入り口の左右は結合されていますがそれ以外は全て開閉します。
窓はバルコニーに出る窓が一部開閉出来るようになっていますがそれ以外は全て結合されています。
全ての個室は使えるように壁を非表示に出来ますが家具は付いていません。
本棚チェストは壁と結合されています。
