For the most efficient posing experience, I recommend clipping clipping the skirt onto the 3D characters hips via an attachment point:
After posing your character, you can adjust the fit of the skirt to match the angle better, should it be necessary.
Unfortunately, I failed to get the rig for this model to work, so poses with this model are likely to have a fair amount of clipping (though some of it can be avoided with a bit of creativity with your posing and camera angles).
