It's an anime filter, that tries to emulate the color filter that some animes uses.
Tip on how to use the auto action:
1. you can only use it on the color layer
2. it works better with raster layers( going to add support for vector layers soon)
3. If you want, you can change the values on the new layers that the auto action creates in base of the color layer.
