A water drop airbrush. Like water frozen in time.
There are many ways you can use it. This is how I use it.
(1) Draw around and place the water drops to how you like.

(2) Set to Glow Dodge (or any blending mode you prefer).

(3) Preferably it should be used on top of colors to show best effect of the water-look.

NOTE: You can always change the color of the water drops by "Locking Transparent Pixels" or using "Color Balance" found on the edit tab, under 'Tone Correction' and pick the color you like.
