i personally use a colour layer underneath for base colour, then use the black part of the pattern as a clipping mask for another colour layer on top, apply the mask, then gaussian blur to achieve the glowing effect. sometimes i put another add layer on top with the same clipping mask, if i want to make the lights extra defined.
this is a standard way i arrange the texture, and how it looks.
disclaimer: it does do odd things when scaled sometimes, and especially when free transformed. this is because i used scaled halftones to make it.
