Mainly used by storyboarders to indicate the direction of movement for characters, vehicles, cameras, ...
Simply drag the arrow on your canvas or on an existing 3D layer. Ensure the Object subtool in Object mode is selected:
Click on the tip of the arrow, then drag it around or use the rotation gizmo to bend the arrow in any directions, like so:
Alternatively, you can use the last button of the bottom toolbar (just below the arrow, named 'Select preset movable parts') to bend the arrow with one of the 3 sliders.
To get yourself a nice outline, scroll up the 'Outline width' slider in the 'Tool property' panel:
