This one is designed to be flowers growing on a bush or blowing in the breeze. They will look as pictured in the thumbnail, changing angle frequently. If you would prefer a more consistent stream of flowers, such as in a wildflower patch, you can change it easily in the brush settings by turning the option to flip vertically/horizontally off.
