It is a brush to draw a thing that can draw a bright polka dots, and neon-ish.
I think that it is more convenient to be able to do something from a white picture like an image.
重ねたら明るくなったりする水玉を描ける、ネオンっぽいものを描けるブラシです。
画像の様に白い絵より何か塗ってある方が使い勝手がいいと思います。
Note
Because the combine mode is hard light, it does not react to the lower layer.
It is white when I draw as it is of the layer to which the color is painted.

合成モードがハードライトなので下レイヤーには反応しません。
色が塗ってあるレイヤーのそのまま描き込むと白くなります。
