Two clashing/opposing concepts: pastel colors and neon colors. How to make it work? Context is the key. Making all the other colors dull or darker, will instantly make these pastel colors pop. The vibrancy will be contextual, instead of using a heavily saturatated bright color, you will use more contained tones. But the whole picture should not have anything as bright or saturated as these colors, so use them wisely for key-elements on your picture. Avoid going for too bright or too dark colors. Black and white (or something too close to these colors) would kill the aesthetic. Remember vintage colors are usually more washed, so incorporate it on your color composition and navigate the vintage neon set with caution and intent.
