As the name suggests, it is a pen that seems to be just right when you want to do Heisei-like graffiti.
Any color is fine, but I think black will give you the most Heisei taste.
I think it will look pretty good with just black line art + one color.
You may want to blur it lightly.

色はなんでも大丈夫ですが黒が一番平成味出ると思います。
黒の線画＋一色だけで結構いい感じになると思います。
軽くぼかしをかけてもいいかもです。
