This is a brush that can be used in the bubble section of CSP in order to create a talk bubble that gifts a soft, wispy, mumbled, or hazy feel. Once the brush is added to the bubble section, utilize it by clicking the points where you want the bubble shape to be and once you are satisfied hit enter. The points will be connected in a rounded way in the shape of the points you've placed.
