Change it to your favorite color, multiply it to the skin, and add a little highlight to make it look like that.
Unnecessary parts can be shaved off with an airbrush, cut and pasted, or clipped colors with different concentrations to create a little unevenness with the airbrush.
Use the Distortion tool to transform it along the shape of your arm.
The part dripping from the arm is added on a separate layer.
I don't draw it very carefully because it's for me. Please add and correct it yourself.

腕から滴ってる部分は別レイヤーで描き足してます。
