Draw the shape of the gem you want to draw with fill on a layer and lock transparent pixel.
The specification is to use this brush to glitter that layer.
The trick is to use this brush in several strokes and control the pen pressure well.
If you draw the fill of the gem with a color with low brightness, and choose a color with a moderate brightness and saturation for the brush color, I think it will glitter well.
