This is a Bee pattern. The small beans are supposed to be bee larvae. I always thought the little dots kinda look like bits of pollen. idk. Anyways, it should already be set to tile when you drag it from your materials to canvas; however, if it is not, go to the Operation Tool > Object, and under Tool Properties check the Tiling box and select Repeat next to it.
This pattern is best used as a graphic background for illustrations or on a template for custom printed goods (bookmarks, wrapping paper, cloth, etc.)
