There are a few parameters that can be used to customise the appearance of the feather. Unfortunately the quill still needs to be drawn by hand.
I'd recommend drawing your feathers on a vector layer, it makes adjusting the feather much easier afterwards.
Here are a couple examples of how to customise a feather, but nothing beats playing with the settings on your own!
