Use this auto action set to apply noise and chromatic aberration on your rasterized layer. Some artist wants to apply noise and chromatic aberration in their art as part of security when uploading it in a public space.
Download it, and apply/start the NCA Filter to apply it.
If Auto Action window is missing on your workspace, just go to: Window > scroll down > Auto-Action. This will enable the window for auto action. Select the NCA set, then click the "play" button to apply the said filter.
