Crayon Textured Brush! Layer it to get to full opacity.
The color will have hue and saturation jitter. Pen Pressure will increase the jitter. You can turn it off under the tool settings.
You can see the color differences in the blue at the top right. The square is the selected color.
This also comes with the plain Crayon Texture which you can use to rough paper.
