It has a more natural feel for blending when using textured brushes or can add some texture to a surface that's too smooth.

In the examples below you can see the blender brushing from left to right, right to left, and smoothing both sides together.
The upper area shows this with solid black and white, the lower area shows black and white applied with a textured brush with transparency (all on a transparent layer without background colour, the background here is the paper layer).
