These are all part of a collection of brushes that were created to be used against a dark (ideally black) background so that they 'glow' as much as possible. Notable exceptions are HexaTwoTone, HexaLowKey, and InstaDepth brushes, which are just fun. HexaTwoTone can give the impression of carved wood in the right colors, or otherwise just intricately woven threads, I guess. It's got potential is what I'm saying. InstaDepth, as the name suggests, just gives immediate depth, or a 3D sort of feel to your strokes. So do the other two, actually, but in different ways, and in a more subtle way in the case of HexaLowKey.
All the others have a 'glow' type of look to them. They'll look different at smaller and larger sizes, so have fun experimenting with that. NeonGlitch and GlitchGlow are probably my personal favorites (GlitchGlow can help you make some pretty cool clouds of toxic fumes for your dystopian webcomics, so it's got that going for it).
The brushes look very similar in the thumbnails because, you know, they're thumbnails and don't do them justice, really, but try 'em out and see for yourself. Feel free to modify them to your liking, obvi.
