1. Create a line and set the blending mode to Add (Glow).

2. Duplicate the layer, move the copy below the first one, and go to Filter > Blur > Gaussian Blur... (the amount of blur depends on your personal preference, whether you want it to look brighter or just simulate a faint reflection).


3. Add the Lights brush, set it to Add (Glow), and reduce its opacity to 70% (this is just my recommendation; you can leave it at full opacity or lower it even further).

And that's it! Now you have your cute, warm decorative lights! (๑•̀ㅂ•́)و✧
